Well, according with your explanations, you check fuel tank, fittings for leaks... So, good pressure... Also, you check glow plug... So good spark...
You check also motor compression, so no problem.
Throttle servo is moving the barrel without problem...

Regulator is your diagnosis...
I concord.

Well, you may open this regulator for inspection.
A difference with OS, regulator can be disassemble without causing more damage.

Look for spare parts... Not easy by the way...

On the Instruction manual, you have a Pic with every piece exploded...

Probably, you have a sticky regulator.

Disassemble and clean everything with fresh glow.

But, first, check every point we discuss on earlier post.
Also, you need to inspect check valve on tubing coming out crankcase to glow tank.
If the system has a leak, there is no way to start the YS.

Don't move calibration screw.

For instance...

If you look at the prices, I would check everything prior to change regulator and other parts.

We would appreciate pictures of the disassemble...

Begin at the lower part, for the regulator assy... Probably sticky regulator... Be careful with calibration screw...

Check your glow can and filters on board... Some dirty things inside could cause such a mess inside regulator...

Here are some regulator pics,my first guess would be a sticking check valve if your fuel lines are good.
YS engines require a tight fuel system to operate properly.

You will most likely NOT need a new diaphragm since your engine is basically new as you stated, unless its been disassembled before and damaged in reassembly. In my experience, I have disassembled the same regulator many times and reused the original diaphragm without any issues.
