Took apart my OS 37 and Webra 35 and found that after years of non- use, the piston ring is stuck down on the piston gap .What I want to know is can this be normal and still functional rather than about removal of the stuck down ring process? Thanks !

Use heat , lube and rubber hammer . Tap around piston on ring to loosen . Don’t pry on ring it can break free and snap . You might try squeezing with fingers first but don’t use any force with whatever you use .

I stole it ,flew it and gave it back ;)

It should be free in the slot, but not be able to rotate around the piston. There should be a locating pin in the ring groove to stop the gap in the ring moving round and poking out of the inlet/exhaust/transfer ports in the cylinder liner.. To free also try an overnight soak for just the piston crown and ring in solvent or even brake fluid ..
