That pitch will work if you have some throttle set at the lower pitch ranges. I had an experience about 15 years ago. I had a pitch range just like yours. I had the heli about 150 feet up and it was windy up there. I wanted to bring it down, but when I lowered the throttle enough to descend, I lost tail authority. If I had set an idle-up throttle curve with 15 or 20% throttle at the negative pitch ranges, it would have enough to make the heli come down and keep tail authority.

I don’t have any more links. I will have to order some.

And at this point, I am not sure which one popped inside the ball?

So, I will have to replace both of them.
