I would like to obtain a 9mm AR15 configuration. I could go buy a 9mm sub2000. I owned one and they sucked.

Any pointers on buying a complete model or build one myself?

You might consider buying or building an AR 15 pistol in 9mm, with short barrel, then add a sig arm brace. Basically an SBR, and can legaly be operated as an SBR without the need for special permits. If you do it, Never, Never use a regular stock. Small difference, but it is a big problem legally.

The sig arm brace requires the standard pistol tube. I am not 100% sure thw primary arms one fits, but the corect tubes are cheap and easy to install.

Certainly can, it takes a while, but only costs around $200. I am told you also have reduced rights with the permit. the permit mostly grants access to your gun safe without a search warant. I think it also makes it harder to sell if you decide to move on to something else later.

If you go SBR it would be preferable to use the rifle stock rather than the pistol brace. Maybe a super light ACE fixed stock?

There are several variations of the arm brace that will do the trick.
