Does anyone know the hall effect sensor IC part number that's soldered on the end where the magnet passes by and used by most governors?

I don't, use an internal gov....

I take it that there's not a part # on your hall sensor...

All I can do is refer you to DigiKey.com

They have a wide variety of such components.

Perhaps you can match yours given the size and voltage that yours operates at....
