Dear Friend,

Thank you for writing me with your concerns about provisions regarding the flight of model aircraft. Like you, I believe that federal regulations should protect the safety of aviation while not being overly burdensome for hobbyists.

As you may know, the Federal Aviation Administration (FAA) is responsible for ensuring the safe flight of civilian aircraft in the United States. As new flight technologies rapidly develop both in our country and around the world, FAA must quickly respond and adapt to unprecedented aviation scenarios. As such, FAA regulates flight of unmanned aircraft systems, a category under which model aircraft are classified.

In an effort to balance public safety with individual freedoms, the Special Rule for Model Aircraft was signed into law as a part of the FAA Modernization and Reform Act of 2012 (P.L. 112-95). This provision defines model aircraft as those flown specifically for hobby and recreational purposes within the operator's line of sight. Under this law, model aircraft meeting certain operational requirements are provided various protections and exceptions from unmanned aircraft system requirements.

To continue improving aviation and model aircraft policy, the Senate recently considered and passed H.R. 636, the Federal Aviation Administration Reauthorization Act of 2016. If enacted into law, this legislation would more specifically define model aircraft that could be regulated as unmanned aircraft systems, clarify exceptions for model aircraft, and instruct FAA to work with industry and community-based groups to update the Special Rules for Model Aircraft when appropriate. During floor debate of this bill, Senate Amendment 3596 was introduced to provide additional clarification regarding model aircraft provisions and to adjust certain standards to community-based requirements rather than FAA requirements. This amendment was not considered during debate of the Federal Aviation Administration Reauthorization Act, which passed the Senate on April 19, 2016, with my support by a vote of 95 to 3.

Currently, H.R. 636 is awaiting action by the House of Representatives. I appreciate hearing from you on this issue, and should related legislation concerning regulation of model aircraft flight come before the Senate, I will continue to keep your thoughts in mind.

well its good to know that at least his office assistants know whats going on...he just signs the letter....
showing a preference will only get you into trouble, 90% of everything is crap...

I got a similar letter from Senator Corker. These folks couldn't care less. Fortunately the Senate bill is pretty much dead on arrival.Part 107.
The only ZERO flight hour certificate in the world.
It's like getting a driver's license without the driver's test.

I'd bet my bottom dollar he doesn't even know the AMA flying site is in his state and some of the largest modeling events happen right under his nose.
