The FAA is totally clueless. Has no idea how to even identify the problem. Go after the kitbuilder who was never an issue and yet ignore the DJI/RTF crowd who was.

From the Forbes article,
I asked a leading drone attorney whether a drone built at home or in school could be considered to be introduced “into interstate commerce.” According to Peter Sachs, who publishes the well-regarded legal website http://www.dronelawjournal.com, “the flight of any aircraft, whether built in a factory or in a basement, is a flight in interstate commerce.”
That guy does not deserve the credibility the publication offers. He's saying that if you build it from scratch and fly it in your back yard, it's interstate commerce.

Just goes to show . . . even idiots get quoted.
