Just thinking out loud
The FAA already has regulations relating to aircraft lighter than
264 pounds. Look up Federal air regulations part 103, It specificly
states that aircraft under 264 pounds shall not be regulated and that
no attempt shall be made to make regulations.

I don't even think the FAA knows what it's doing. I seen FAA offices, undermanned, and overworked. I think they are pulling this stuff out of their own butts.
