That could be close or maybe even perfect.
Use the numbers you propose, and listen to the heli as you fly it the way you will typically fly it.
If the head speed slows down in a climb and you don't like it then raise your numbers a little till you get what you like.
If the head overspeeds in a climb with your numbers and you don't like it, then lower your numbers a little till you get what you like.
It all comes down to getting the heli to behave the way YOU like it to behave.
I'm NOT a scale flyer or competitor, but I'm guessing that it also may eventually come down to getting your heli to perform the way some JUDGE likes it.
