If they are going to be flown over people then they would need to be subject to FAA regulation.

Safety standards, power train requirements, inspection, certification, maintenance intervals, rebuild requirements, support equipment and transmission standards,operator training and certification, etc, etc, etc.

my concern if a drone was flying over me and watching ME, would be if I should use bismuth or tungsten and what choke setting would be optimal.

showing a preference will only get you into trouble, 90% of everything is crap...
