At what voltage does it drop to that I need to recharge the 3S battery? Since the lipo lowest voltage per cell is 3.7v, can I assume 3.8v safe enough i.e. 11.4v?

The minimum voltage for LiPo is 3.0 volts but you should not take it that far. At 3.7 volts / cell you have about 20% capacity left so that is a good cut off level.

Find out if the TX voltage is correct by comparing with a balance thing plugged in and the TX on.

I try not to let a lipo go below its stated voltage.

I have run mine to about 10.5 on the transmitter without issue for 3 years.
