One way to cut cost is to deny service, here's an example
Canada to phase out door-to-door mail in urban areas

I'm not disagreeing with Canada's decision about their mail.

My point is there was a time when door-to-door mail delivery in Canada was a certainty.

But today, the costs are too high. So they cut back service...simple.

That being said, this is the direction of Obamacare. After a few overburdened years of out of control Obamacare costs, it will be determined that CUTS must be made. And those cuts will be in form of service denial. Oh, you may not be told you can't have that operation, but by the time you get to the appointment it's too late.

Obamacare will finally lower costs but the American taxpayer will not like the results.
