My pinion assembly has vertical play while in the mounts. I can grab the hex socket and move the clutch bell up and down. The hex socket is pushed all the way down on the starter shaft.

Although I don't remember a lot of play in the assembly, I always use just a very very SMALL amount of shaft retainer when building up the assembly. This not only places the shaft in the correct position but also keeps the bearings from slipping on the shaft thus negating the positive design of why the bearings are there in the first place.
