What gyro do you have? Make sure that the gyro sensitivity lead is in the correct port in rx then make sure your tx switch is assigned to that channel... In rate mode are you in negative percentages? If you are in positive percentages the gyro will stay in hh...

shut up and fly

Gyro menus on Tx vary. Some use separate rate and HH mode and some just use %.

But, Tx channel monitor will always show properly ( above center for HH and below center for rate). If you have channel monitor, go there and flick the switch and make sure that is the channel the gyro gain connector is plugged in.

Rudder dual rate will change the rotation rate not the gain. It will change the rudder channel and not the gain channel.

I don't remember if 8103 had the channel monitor. This is extremely useful in seeing what the actual output to the receiver is when you do stuff. Basically, you want to see a bar height change of the ch4 not the ch4 which is the rudder.

Gyro?
Is channel 5 listed as GEAR? Try flipping the gear switch. I don't remember being able to reassign channels on your radio.

See the page 133 of the manual about servo output monitor. If you do not see ch5 output changing, then the switch isn't doing what it is supposed to do.
