Many dash cams with built in GPS are available. I have no experience with any of them, so I am not much help.

Yes. They do have ones that record GPS locations. But, they can't be used as a GPS navigator.

I was looking for a car navigator that has a cam attached on the back side to record the scene.

I've seen couple with above spec but prefer name brand like Garmin, TomTom etc.

iPhone 4s.

Built in GPS with Geotagging on pictures.
You can record MOV for 4 to 8 hours before it fills the 16GB memory.
And, use MapQuest for Nav.

I do have an Samsung Infuse that does have GPS nav app and also have accident cam app.

Problem with it is that, unless it turns on by itself with the car running (sometimes with the car parked recording parking lot stuff) all the time, Murphy says it will happen the day you decided not to mount it.

My Garmin turns on and off with ignition so it is on all the time, while my TomTom has a manual on/off and it seems to be alway off whenever I need to get direction (takes time to boot and acquire sats).

So, it should be something that stays with the car.
