SACRAMENTO -- The California Senate approved a $24-million expenditure on Thursday to speed the confiscation of guns from people who have been disqualified from owning firearms because of criminal convictions or serious mental illness.

Sen. Mark Leno (D-San Francisco) said budget cuts to the Department of Justice have hampered a program that targets people who purchased firearms legally but were later disqualified because of a subsequent conviction or determination of mental illness.

As a result of the cuts, there is a backlog of 19,000 people who have improper possession of more than 40,000 guns, including 1,600 assault weapons, and the number is increasing faster than their firearms can be confiscated.

"The mountain continues to grow," Leno said. "This is a serious and immediate threat to our public safety."

The Senate voted 31-0 to approve an urgency bill that would take the $24 million over three years from a Department of Justice account funded by gun owners who pay a fee when they register their guns with the state.

Sen. Jim Nielsen (R-Gerber) abstained from the vote, saying the $24 million is a surplus indicating gun owners are being overtaxed and that the Department of Justice is not properly managing its funds. "I argue we cannot reward this incompetence," Nielsen said before the vote to send SB 140 to the Assembly for consideration.

California is the only state that has such a computerized tracking program. Atty. Gen. Kamala Harris said the money would allow her to temporarily double the program staffing for three years to whittle down the backlog.

"Taking guns away from dangerous, violent individuals who are prohibited by law from owning them is smart and efficient law enforcement," Harris said in a statement.

That's exactly what it did here in California.
We have been registering our gun purchases for years.

I see your point. Making sure people who should not have guns do not in fact have them is a slippery slope. In this case felons and others disqualified from legally owning a weapon.

Just like capital punishment. If we execute the convicted killers, then what's next? Executing innocent people in their homes!!?? I think it's easy to see the connection!!

Let me be the first to say on RR!
They will not stop this gun control agenda until all firearms have been removed. It is so obvious if people would just pay attention what has already been done in other countries.

I am so tired of repeating anything and I would just rather laugh at Liberals again and again.

You used to buy a firearm in the mail.....after a few criminal acts....machine guns were outlawed.....more criminal acts...mail orders banned and FFL required....gun control act of 1968.........more restrictions on firearm types and mental illness.....more crimes committed and mass shooting....more control came in with ammo and back ground checks....now they want to ban assault weapons and semi pistols (Sen Diane from CA)....ban firearms from veterans that fought our wars....now banned firearms from simple domestic assault....you could have assaulted someone when you were 18 by punching them in the face 40 years ago with a small record fine of $140 and with recent laws passed by democrats and some rinos....those people are now banned from owning firearms......I can keep going on....it is obvious to me they want us disarmed.

Yeah, I see that crap floating around the internet (a lot on Facebook), and its complete bullsh#t.

I am active with the veterans admin and know a lot of vets personally. Both in my area and on the internet VA chat rooms.

Not one of us has ever received anything from the government, or asked about gun ownership by VA doctors or received anything in the mail telling us our gun ownership is restricted in any way what so ever.

Not one of us.

Those stories are just BS floating around in hyper space and mean nothing and cannot be confirmed or proven.

No vet that I know of has posted any letter or instructions like that from the government that I have seen or any of my vet friends have seen anywhere.

First what percentage of felons have kept the guns they know they can no longer own? Why when they were convicted we're they not dealt with then and not now . The biggest problem in the "disqualified" column is this though important will be the biggest abused of all the group. If all agency's would work as they should this would not be a problem and such of an expense. Simple reporting guidelines will fix this problem. Next you have to figure out why cali has so many crazys all of the sudden. They have always been there so what happened did someone lower a standard?
