What do you mean "forward"? Which stick are you moving when you get that 9 degrees?

and actually TRY it?

If you followed the information in that link, there is no way your heli will sit on the ground at full throttle.

Take some pictures of the head, swashplate, all the pitch linkage with the collective/throttle stick at MIDDLE, and at full UP (full on), and post them.
