There are some instances where it may be appropriate IMO. Like in a situation where the screw is smaller than it should be, or the number of threads engaged is inadequate, or where proper tightening causes distortion. Of course, all this starts to become model specific.
Now add, quality of hardware, tools and the mechanical experience of the end user. I suppose in the end, it would be impossable to say what should be used. Use what works in your situation. Only it should be understood that when things are optimal, then permanant works for areas meant to be permanent and removable is meant for areas intended to be removable.
so it would be inappropriate for a person to use red on every screw on a helicopter ?

Not exactly WC. It WOULD be appropriate IF every screw on the heli was stripped, buggered, made of cheese or somehow...."less than optimal"....just as an example.
