Hey.

It's almost sounds like your tail is lacking authority/power, hence the wag which disappears when the tail rotor is spinning faster and had more power to work with.
You could try adding in more delay of you want to run the lower head speed, that will dampen the gyros responses so the tail is not constantly trying to play catchup.
