I have a FBL washout arm that when I tighten it to the washout base, the arm cannot be moved. I do not overtighten the screw but just tight enough. Does that mean the bearings have gone bad?

Yup I had the same problem on my 700. Change the bearing if you can but I just replaced the whole arm. Mine was from over tighting the screw (scared it was going to loosen in flight)that holds the swash driver on the shaft.

I have added in extra washers, but does not help. The arm itself looks perfect and I do not see any bent. This leaves the bearings in question.

Sluggo (neat screen name, BTW) is probably right, then. Especially if it's an Align bearing.
