Mange
That dog has a bad case of mange... a skin disease caused by mites. Probably wouldn't be that bad looking if it were treated and given time to recover and regrow his coat.

heh, just noticed this picture on wikipedia when I looked up more information on mange..

It's more likely severely broken/ruptured skin from the mange. Although I wouldn't be surprised if you're right either...

That looks sick it's surprising how vets on tv go and rubb,kiss, and massage dogs that look like that! Without gloves too!!! I'm with CJAMES on this one!!!For some people the sky is the limit, for me it's home!!

Easy to say while looking at a photo from a safe distance. But it would take a special person to handle that thing. I don't think there is anyone you can call that would do anything to that dog other than put it down. There are thousands of dogs way healthier looking than that which are put down every day in the US.

rcflyer and anyone else who thinks a dogs life is worth killing a human over which unfortunately there's many ignorant people like that, are the one's who desserve to be put down!

I myself own three dogs and take real good care of them, but the thought would never cross my mind to help a dog over a human that's just sad! Granted people should have to face justice for doing that to that dog...

Before someone judges a person by saying a person is wrong for puting a dog's life before a human life, you need to consider what that human may have been through in their life at the hands of other humans. Dogs give unconditional love and they don't &*ck with people's heads. I know a couple women who would choose a dog's life over a human's and I don't blame them at all. One was abused as a child, raped twice, maimed in an auto accident by an unrepenting motorist, left a widow by a suicidal husband. She chooses her two dogs these days over people.
As for the poor dog in this picture, the vets who handle and care for these animals are indeed special people.
