The first steps in turning the local Wal-Mart into that areas government concentration camp, Im sure of it. Likely also broadcasting subliminal messages to get your "flu" shot so "they" can implant the chip.
Dang it where did I leave that tin foil.........

That tower is just Dumb

Could have sold them a 20m vehicle mounted pole system with the cams on it for under $20K, shipped to the door.
Attached to van and have 20 metre high res views at any location they park at in under 5 minutes.

AND
they could mount a speed cam on it and clock anyone from a mile in each direction before anyone know it.
And hide the pole behind trees or obstacles.
Or sit on another lower road and clock cars on the road above with it.

AND
They can put a DSLR on it and do much faster photogrammety of crash / crime scenes.

AND look into the windows of a house and armed offender is in from the next block, without cons knowing they are being watched or even knowing Police are on the scene.

And so on.
None of this they can do with that boxy thing when they are not using it for obs in shopping centres.

If that thing is the beginning of the police state why are they not just erecting permanent structures? And where are the gun ports? I bet it wouldnt take much of a mob to flip it over during a "state of emergency".

answer is OOOOOH so easy. Somebody, somewhere, owns this company and has a friend in various forms of government. Again, ALWAYS follow the cash.
Previous posts about being able to do the same thing with a pole and some cameras are spot on. I'll bet these things aren't cheap.
The very same reason we have back scatter x-rays now, when our previous system was 100% successful in keeping anything from happening on an airplane based out of the US.
People are making huge amounts of money from these government contracts.

one of the things they do with these is just set them up in a parking lot. with the dark windows a thief can't tell whether someone is in it watching or not.

got a brother in law who is a cop.

they get used as 'decoys' many times.

people pay good money just to have one setting in the parking lot empty.
