While he did swim in salt-water, the area he was in is part of a lagoon that comes off of the inland side of a pass to the Gulf of Mexico. There have been oil booms up for a long time. I wouldn't get in the water there myself but it's somewhat protected from the main gulf waters. To say he's swimming in gulf waters by swimming in that area is like saying you swam in the olympic pool during the olympics because you sat in a mud puddle in the parking lot.

Further, no-one actually saw him swimming there, it was just whitehouse provided photos. Perhaps they'll get in the Gulf on Sunday, but the CNN and AP stories tonight are incorrect.

I should know, I live in PC.
