Just because you measure +/-13 doesn't mean that's what you're actually getting in flight. Assuming there is no engine problem meaning you have the same mixture at full positive and at full negative then your pitch is simply off. It sounds like your positive pitch is right and you have too much negative. Mechanically add more positive pitch by adjusting the links from the mixing arms to the grips, that will also take away some negative. Just go a half turn at a time. Get full positive and full negative to respond the same. Then, if you bog both ways take some pitch out in your swash menu. If it overspeeds add pitch in the swash menu. Done.

Are you running on Thro curves or Gov? If on Throttle curve what is it? Whats you headspeed in idle1 and idle2? If your 100/50/100 and +13/0-13 your pitch is fine. I like 12/0/12 same motor G5 690 blades. Sounds like something up with Headspeed in curves or gov..

Did you notices this before or after installing G-force mixing arms and flybar cage? Headspeed is perfect.. Have you leT someone else fly the heli see if it does it to them?

From your discription of what's going on, it sounds more like a cyclic binding problem. Your swash angle could be too high. Or even more simply, a flying input issue. A rainbow usually doesn't required a lot of cyclic or collective. You might have to give it a quick bump at the end to get it stopped and moving back over, but that's about it. Rainbows require you to fly all the way through the manuaver with graduating cyclic and collective inputs as the heli makes it's way over and back again. It's really not a stick slapper type manuaver. Your engine might be bogging becuase you are running 13+/- pitch. Maybe you can consider dropping your pitch range down a degree. It's slow becuase your headspeed has been bled off too much from the extreme pitch input. It could be just a simply needle adjustment too. Based on your info, it sounds like you have a pretty good setup. If you are just learning how to finess a perfect rainbow, I'd let a buddy who is proficient in collective management give it a go and see if it duplicates. Good luck.

Are you using a Futaba? If so check if you Hi/low/pitch is in manual mode. For some reason 100/75 by default 100% neg 75% pos.
