I am a beginner and want setup a duel rate switch, I have the option of using (100% - 0%), 100% being same as normal and 0% being no swash movement, what do you think is a good setting for someone just learning to hover?(swash is set at 70% for all three servos). The heli is a CopterX 450 AEV2 with a 3550kv motor and a 13 tooth pinion.

There is no one answer to this question. The control response will depend on how much throw your servos already have. If you find it's too sensitive, then dial the dual rates down. Not sensitive enough? Bring them up. Simple as that.

If it can't hover, it ain't worth flying.

You may want to consider using expo instead,it will make the sticks less sensitive around the center but still give you full swash movment if you get into trouble.
