It's a rev limitorIt does control the rpm's but it clips them so it doesn't over rev.
A gov controls both sides of the rpm up and down, pulls it down to prevent overspeeding and pulls it up to add rpm when overloaded too much. A revlimitor keeps from overspeeding and relys on the throttle curve or mixes you program in to control the underspeeding when loaded up. So yes you can use it as it's built into that receiver or you can NOT use it and go another route and add on a gov to your heli and run it off the throttle channel. Your call.
