im setting up my head and i nottice im getting vibration or kind of a chatter when i slide the pitch up and down im using 610's is this normal

Yes. that's normal for the 610's.

On the bench, when not under a load, they are very "Steppy".

As long as the head operates freely when moving it by hand, you'll be fine
