Is this a regulator or step down

If it's only designed for a specific input voltage, to give a specific output voltage, it's probably a step-down. If they happen to be about 0.7 volts different, or a multiple, it's almost surely a step-down implemented with diodes, as that's the forward voltage of most all-purpose diodes.

The key feature of a regulator is that it has a wide range of input voltages, and a tight range or constant value for the output voltage.

That's a reg. It's probably a 7805 with a couple caps, good for under an amp given it's not heat sinked.

I can make you the same thing for $10.

step down only allows you one out put voltage. i had one before i bought an arizona reg. i used it for my tail set up on my r50.Failing to prepare is prepareing to fail.
