Where is the ideal position for the tail bellcrank at the neutral position?

Get that bell crank dead-nuts on 90 degrees. It should be VERY close to "true-center".

And I assume you mean the bell crank down by the pitch slider?
The one near the boom mount should be straight up & down, obviously.
