My LiPo battery charger can also charge NiCd/Nimh battery. If I use it to charge my receiver battery, can I charge it at high mAh? Mine charges it up to the rate of 1200mAh. Or should I stick with the low mAh like 250mAh?

Depends on the capacity of the battery. If you stick to 1C charge rate you should be fine. So if the battery is 1000mah, charging at 1A (1000ma) should be fine.

It depends if it's NiCd or NiMh and the cell size. You could charge anywhere from 1-3C rate.
