Nah it'd spin round - the tail won't work.
It wouldn't even do that. An electric heli (of course!) would spin its main and tail rotors, but they would be of no effect without air around them. The only movement of the heli itself might be from the inertia derived from starting the main rotor.

But no air=no lift=no drag=no counterforce to create torque.

but surely there'd be an initial torque-reaction kick when the power was first applied, also upon every change in state ( altering power-level)

the drag is not the relevant issue on startup, inertia is.

The heli would spin any time there is an acceleration in the main rotor.

The atmosphere doesn't have to be air either.. assuming that the helis powerplant isn't air-breathing, any gaseous atmosphere will do. Look up "MOON 44" a dodgy scifi B-movie. The coprorations' mining assets on Moon 44 are defended by a bunch of convict heli pilots who have teenage whiz kid navigators back at base to help guide them through the canyons in the hostile atmosphere of that Moon.
