the way i did it.

7 girls, 2 legs for each = 14 legs
7 big cats for each girl = 7 * 7 = 49 big cats with 4 legs each = 196
for every big cat, there are 7 small cats = 49 small cats in each bag
7 bags = 343 small cats = 1372 legs

total legs = 1582
