All you need is about a 7 Ohm, 10W resistor or network of resistors to arrive at that. Assuming the battery was 7 V under load, that would give you a 1 A load. Since the recommended no fly voltage is 6.9 V, if it were to show, say, 7.5 V while conneced to 7 Ohm resistor, it would actually be 7.5 V at 1.07 A.
If you want to go one step further, you could use a variable voltage regulator and some well chosen resistor values to construct a 1 A load.
