I've measure all my linkage as the manual shows making sure everything is the correct position and my washout arms are not even close to being level with each other,, which linkage should I adjust first to get them level

What heli? If the swashplate is at the proper position on the mast at half stick and the washout arms are not level then the only links you can adjust are the ones that go from the washout arms to the flybar control arm.

Washout arms are only level at ZERO degrees collective. If the are off slightly, you can adjust your washout to blade grip link to adjust for blade tracking.

If the large collective arm where it says "Hirobo" is level, then adjust the links from the washout arms to the flybar control arm.
