I know that CSM recommend using offset throttle linkage to get the most out of the RL10 and 20. Is it also worth doing when running other govs such as the New ATG

The whole purpose of offsetting the linkage is to get a linear power curve from the engine. Engines usually produce most of the power in the 1/3 to 2/3 throttle opening.It makes the throttle response better at 1/2 to full opening so the governor doesn't have to work as hard.
50% barrel opening doesn't produce 50% power,it's more like 75% power.
Kind of like adding expo to ele and ail to slow it down at mid stick.DOUG
