tail belt bind
is it normal for my tail belt to bind at times when i spin the blades by hand? i think that the belt teeth are touching eachother at the twist inside the tailboom? is that ok?

No.

tail belt pulley shaft is bent
Happened on mine. one spot is tight, the other isn't.
Your belt should never bind. might not be your tail shaft if the belt is spun up in 3 circles in the tailboom..

i think i only have the half twist on the belt. it only binds up for a second i think once the two teeth pop over eachother. it happens only one and a while. i run the belt not too loose and not so tight. is it recomened to maybe remove the tail belt pulley/tensioner from the tailcase housing?

Take the tail out and point the tail rotor end up to a light and look up the other end. You should be able to clearly see the twist in the belt, takes out the guess work.

Correct. The belt should never touch itself. It should only have a quarter twist in it as the tail drive and tail rotor shafts are offset 90 degrees.
