I have two TP2100 3S batteries. At what voltage should I stop flying (after a full charge)?
What is safest lowest voltage to fly with?
What voltage should I start to charge?

Please descibe your battery use/charge/fly routines.

I don't want to run the voltage too low.

Try to land with 3,8 open Volts/cell.

If I land with below 3.6 V/cell I remove a min from my timer.
You can charge at what ever voltage you like there's no memory effect. For storage 3,85V/cell is best

A timer is by far the best way to judge when to stop flying. Aim to fly no more than 85% of the nominal capacity of your batteries. So when you charge your 2100s, you dont want to be putting back more than 2100 x 0.85 (1785 mah). This obviously assumes you have a charger with a readout of the charge quantity!

Voltage varies with temperature and loading so isn't a very good indicator of when to stop flying, so low voltage cutoffs are a backup to your timer, not the primary way to tell.

What other battery managment ideas are good?

I have a TP2100 pak that is factory fresh, not yet charged by my Atro 109. That one I'll charge up 75% of 1C or roughly 1800mha.
My second pak that was just flown... how best to check it's level? It shows 11v still. If I hook it to the charger I'm sure it will discharge and the recharge.

I here about never toping off a pak. Also never letting a pak go below a certain level. How best to keep track of these thresholds?

Break them in with a two or three slow flights.
Minimum cell volatge for TP-PL is 3,2V
Maximum is 4,2
Those cells are rated 15C, run them at that rate and they won't make long.
