Hi and thanks in advance for any advice.

I was installing my clutch and fan on a new OS37 for my Rappy 30. One of the screws that holds the clutch to the fan seized in the hole before I even got it tight and the socket head stripped. After trying everything including cutting a slot and using a blade screwdriver I was forced to cut the screw from behind the clutch. The remaining screw thread, probably 3 to 4.5 mm, is in the threaded hole in the fan but cannot be removed. I carefully filed it flush with no damage to the fan. I can mount the clutch using the other two spare holes in the fan.

Will the residual screw thread cause a bad imbalance problem? My plan is to install a set screw in the opposing hole in the hopes of at least removing some of the imbalance. I just don't want to risk bearing damage to the OS37 and obviously don't want a bad imbalance problem. I run a header tank so a little fuel boiling won't be an issue.

Even if you run a header you don't want fuel foaming.

I use one of those magnetic prop balancers to check fans but your idea of running a set screw in there would probably work. The best option would be either an easy out or just replace the fan.

I had the same thing happen. I intended to use a easy out as barracudahockey suggested. But when I was drilling a pilot hole for the easy out, the screw came out. This will happen more than you think when dealing with two different metals.
