Got my hands on a used tachometer from the shop, quick question, is it used while the heli is in hover or can it be used whilst on the ground ?

mean a Tachometer? for checking blade RPM? if thats the case you have someone using the tach while you fly.

What kind of tach did you end up with?

The most common ones are the Miniature Aircraft tach, and the Model Avionics tachs. These utilize a rotating shutter whose rpm is varied by a knob on the unit. You sight through the tach while following the helicopter in flight. Then you adjust the knob until the speed of the rotating shutter appears to make the rotor blades stand still (like watching the wheels of the stagecoach in old cowboy movies -- if anyone still remembers). Then you read the numbers. As you can tell, this is a two-man operation. One to fly, the other to operate the tach.

I've seen a small tach that attaches to the boom and points upwards at the blades. It has an LCD display and captures the max recorded RPM so you can read it when you land, or carefully hover while trying to read it. I don't know where these can be had, but I'd like to find one. These allow one-man operation.

hey guess what I was not wrong in saying synchro meter, thats what it says on the box, wonder if the japanese refer to it as synchro as opposed to a tacho.

Okay I got 1820rpm on the second heli after running procedure, can I get more out of it ?

Bloody wind had a hardtime keeping the heli in stationary hover.... but still got the 1820

Can I get higher readings out of the 32OS?

I had gotten close to 2000 with my OS 32s, but that was in fast forward flight. The key is to fine tune your pitch and throttle curves, and you will end up with different settings for different flight modes.
