Problem has been solved!
Folks,

I found the problem but it didn't show up until the rotor head was at a certain speed. Obviously the faster it spins, it compounds the problem. As a last ditch, I replaced the washout base from plastic to metal. I noticed quickly at a very slow rotor head speed, unwanted cyclic commands were being given without my input. Turns out the new washout set showed me the problem and I was able to correct the linkage length. The problem masked itself until you were 12 inches looking right at it.

Boom....unwanted cyclic command due to linkage shortage or too long.

WOW.....

Went ahead and rechecked everything in linkage length....helicopter is smooth in the air....hovered it 12 feet off the ground.

8 years out of the hobby has been hard but it is worth it!
