No you can't and why would you?
After you call the Tool change you have to invoke the Tool length call with G43HXX and then a Z move on the same line to get Tool length comp active.
Once Tool length is active when you command a G81 cycle it has the first XY location called either before the G81 or on that line with the Z depth and federate. The next holes are called out on separate lines until......you are finished with the Drill cycle. You will need to cancel the Drill Cycle with G80, change tools to the next tool and then invoke the Tool length call with G43HXX ZXX.XXXX
It's not a good idea to try and leave tool lengths active, change tools and then leave a drill cycle active while you are doing it.
