Basically you want the paddles as close to parallel to the ground as possible. Just eyeball them, you dont need any special equipment to do it properly. If your paddles are pitched up this would cause excessive drag, which could lead to reduced headspeed and control.
You also should check that the paddles are the same distance out from the center, otherwise you will have an imbalance. After you adjust them, make sure that the bolts holding them are tight, since it could come loose in flight and injure you.
