What is the minimum size of tail blades I can get away on a 15 lbs heli , 950mm main blades and around 900 rpm ? Thanks

150mm (+-) for a 2-blade main rotor and 180mm (+-) for a 4-blade main rotor. The chord size will add or subtract to that number.

That might depend on your tail gear ratio.

If you can speed up the tail, you may be able to keep the tail blades shorter..

Is this a scale heli ? 15lbs for a 950mm scalie would be impressively light ?

I was looking for similar info for my WIP Baumann EC-145, which will have 4 blades of around 800-850mm. I think I might be limited to around 150mm though. Ideally I wanted wider chord blades (around 36mm), but haven't found any of these yet.

Check out Spin Blade tail blades I have been using them on some of my three, four and five blade scale birds all 600 and 700 size. They are wider cord and seem to produce significantly more lift as I no longer have tail authority issues.

Main to tail gear ratio is 1:6
Reason being that the 156 mm tail blades with 8 mm root thickness wont fit ( too thick). Was wondering if I could use longer blades like main blades of 250 size heli. the length is 190 mm, 25 mm at the widest and 19 mm at the narrowest site . I can go upto 205 mm length safely Thanks.

I have only ever seen Spin tail blades up to 115mm long, so probably not anywhere near long enough for the OP.

Not all long blades are 8mm root. HeliTec tail blades (asymmetrical) go up to 150mm and have a 5mm root. There website only shows the details up to 120mm, but the longer blades are the same specs (chord etc) - just longer and a little more expensive.

Note that the 250 size blades you mention have a very narrow chord (average ±22mm), and would probably have less authority than shorter & wider (30mm) tail blades. Also asymmetrical blades will have a bit more lift than symmetrical blades (assuming they face the correct way).
