I just got a used 450 heli that will not spool up after I have flown it several times. I dont get any beeps or noise when first powering up the esc and when I give throttle the motor will chatter a few times and quit. What do you think is it the motor or the esc?

My guess would be the ESC, since you are not getting the start up sounds at all, and everything worked previously. Motors are generally pretty sturdy, and I presume you did not notice any roughness or lack of power.

Try another motor or ESC

If you had no previous problems, check connections and solder joints on lipo, motor, and ESC.

found a cut wire out of the esc. wire was routed too close to the spinning motor. Easy fix. wish they were all this easy.
