When my raptor 50 is rotating slow it some times jams and flips the blades around. When at full speed there is no problem. Any one had this problem?

Check all of your bearings from the tail output shaft to the main bearings.
Edit: It could also be the pin coming lose in the tail shaft output pulley.

Its the tail belt catching the cogs together, tighten the belt a touch, its too loose.

I agree, tighten your tail belt a little. Mine used to do the same thing.
