What is the best silicone Resin to use to put the Futaba RPM Sensor BPS-1 OS into the Cover Plate w/BPS-1 Mount 91HZR?

also What is the best way to plug the center hole I am using muffler pressure 91hz engine. but will be using the OS .91HZ-R one day

I used RTV and it seems to be holding real well. I used JB Weld to plug the hole. You can get RTV at a car parts store.

If you use JB Weld to plug the hole and decide later you want to go with pressurized system, the backplate is very inpexpensive, so I would just replace. That is how I did my OS55.

I just used clear silicone RTV on mine and it's holding up fine. The fitting in the backplate is easily sealed with a piece of fuel line with something plugging the other end like a bolt or a nail of the appropriate size. Then when you go to the HZ-R carby, you just pull it off the fitting.
