I use 1-turn open on high speed needle and 2 1/4 open on low speed needle with carb throttle completely closed. You may have to adjust high end needle leaner or richer ( depends on climate) . I am using 15% coolpower. Ron C

I had a LOT of trouble starting it... and Im not sure if it was due the the carb being VERY dirty, or incorrect needle settings.

I also noticed that when I pulled the muffler off it was almost full of fuel!
however, this was after completely draining my battery starting the poor beast!

Are the setting you described (2 1/4 Low/1 High) on the lean side?
