How do you get the 6V drop from the voltage regulator further down to 4.8v for a s9254 servo?

Get a Step-down regulator. It will drop the voltage down to 5.1 or 5.2 volts.

Would 5.1v still too high for s9254 as it takes only 4.8v?

5.1 will be ok

most becs and ESC supply 5V instead of 4.8 using a stepdown VR on the tail servo will further reduce the voltage by .5 - 1 volt

No, all your step-downs will have that voltage. Get one that goes between the gyro and servo. About $6.00.

4.8v means 4 cell pack, they are charged to 5.4v or so anyways, so you're fine up to that range.
