Ok I'm running a DX7 with an AR 70000, align Governor paired to an AR7100R sensor instead of magnets. Its setup so in normal flight mode, the governor comes on at half stick and holds the same rpms for idle up 1 and idle up 2. The problem is, the governor won't shut off until I hit throttle hold. If I land it in normal and go below half stick it stays at my set rpm and the blades just go negative

The governor should stop governing when the throttle is below 30%, try re-initializing/calibrating the governor with a linear throttle curve and leave it linear for normal mode....there is no reason to change it.

Idle 1 and 2 set up back-up curves such as 100-80-100 just in case the governor ever quits while your doing 3D...

It is linear in normal

Set the throttle atv's as close to +100/-100 as you can by adjusting linkages mechanically. Then recalibrate the gov.

Most governors start working once they are near their target rpm, which in your case is about half stick. They will continue to hold that rpm until you come back down below 25% on the stick or throttle curve in normal mode. If your mid point on the stick is set above 25% then it will not come back down until it sees the throttle curve position go below 25%.

It stays in the governor even if I bring stick back to the bottom

Assign a switch to turn on and cut off the governor. If you use AUX2 or AUX3 switch, 0 = 0% (off) and 1 = 100% (on).
