Try it

If you plug the return line you won't be able to push the primer bulb. If you push hard enough you may be able to blow through the plug in the return line.

The return line is not essential to engine operation. In fact, if you don't have a return line you can PLUG the nipple on the return and operate the motor that way without the primer.

The sole purpose of the primer is to flood the carb and fill the lines with fuel for easy starting. Until the engine is TURNING over, the carb float will not operate or open to allow any fuel in the motor intake.

If you have leaks here and there, then you have some mechanical issue with the carb, etc.

Failure to start.

The way the engine started with lots of smoke and no other repairs sounds like it was flooded.I think a new carb was fitted which rules out mechanical fault with carb,unless the old carb had a fault which filled the crankcases up with fuel.Diaphragm faults and gum are usually things that come with storage.I have worked on things from full size Jetrangers to weedwhackers and none of them like excess fuel.

I think a new carb was fitted which rules out mechanical fault with carb,unless the old carb had a fault which filled the crankcases up with fuel.
If you have gunk in the tank or lines and you put on a new carb there is a chance that the gunk gets in the new carb and causes the same problem. Anytime you change a carb you should clean the whole fuel system before changing it.
